Renderer-agnostic syntax highlighting with one semantic tokenizer.

One semantic tokenizer powers CSS Custom Highlights in the browser, escaped HTML for SSR, JSON token streams, and ANSI terminal output. It keeps rendering separate from tokenization, with extensible languages, shared themes, and precise UTF-16 ranges.
